Decentralised Electricity Supplies--Considerable and Varied Needs in an Institutional Environment Under Construction

  Decentralised Electricity Supplies is a new theme on which little has been written and in which experience is recent and relatively limited. Many questions remain unanswered. Not all the equipment is known (and some is still being perfected); the role of public stakeholders and local authorities is not clearly defined; private involvement is acknowledged in this sector but we do not know how to define the parameters for such interventions; tariff principles are under discussion almost everywhere; management modes are under study; etc.

Projects are few and, paradoxically (or perhaps for this reason), the demand in the field is considerable (today an estimated 2 billion people do not have electricity) and numerous projects will be developed in this sector in the coming years. It is therefore necessary to make the results of current experiments available as rapidly and as widely as possible. Stakeholders must know of these experiences and the conditions in which they are implemented in order to propose and undertake the most appropriate projects.

In a rapidly evolving context, having immediate access to the opinions of people in the field is priceless. Horizontal exchanges between practitioners are an excellent way to optimise the results and lessons learnt in the field. Thematic forums (opened after seminars, for example) and e-mail make these information exchanges possible. They also have the added advantage of stimulating field teams by reducing their isolation and allowing them to be present in a community of stakeholders committed to this activity and to become better known.
